Fixing the "3DEXPERIENCE launcher: cannot open file c:\windows\system32\drivers\etc\hosts. Permission denied" Message During Installation
If you are installing a 3DEXPERIENCE native application (such as SOLIDWORKS Connected) and encounter this message when installing the 3DEXPERIENCE Launcher, most likely your Webroot Antivirus is blocking this installation. Follow these steps to complete installation.
NOTE: This article will be referencing 3DEXPERIENCE Platform native installations, which may be installed regardless of the type of SOLIDWORKS Licensing you have. Either way, the resolution process is the same.
Local administrator rights will be required.
Identifying the Issue
- Start the Installation for any of the 3DEXPERIENCE native apps.
- After the installation has begun, give the system a moment to check if you have the 3DEXPERIENCE Launcher already installed.
- If not, you will be prompted to download a small .msi file
- Double-click on the file in your Downloads folder
- If you receive the below message, then you will need to access your Webroot Antivirus settings:
Changing settings in Webroot
- Open your Webroot program
- Go to the Advanced settings and look for the 'Shields' section
- Find the setting for "Prevent any program from modifying the HOSTs file"

- De-select the checkbox next to this
- Return to your Downloads file and attempt to install the 3DEXPERIENCELAUNCHER.MSI file again.
Tip: Once installation is complete, be sure to re-enable this option to ensure your security is the same level as it was before installation.
Finish the installation
- Return to your Platform
- Click continue if the installation screen is still active, or click on the down arrow next to the app you wish to install
- Select the roles to install, and follow the prompts to complete the installation process.
